Add panning while zoomed, disable drawing when in this mode

The problem is that navigating current frame canvas is problematic - you can only use zoom in and zoom out and can’t pan (click a button, drag to move around the zoomed-in picture).

The zoom itself is not great, so this likely needs to be reworked.
